Joan serves by gubernatorial appointment as the executive director of the Council for Children & Families. Established in 1982 to lead the state's child abuse and neglect prevention efforts, the Council for Children & Families is the state's recipient of federal CBCAP funds. CCF is engaged in policy issues, implements public awareness campaigns, and funds and supports community-based organizations working to advance child safety and well being through promising and evidence-based programs. CCF is the lead for the Strengthening Families Washington initiative and the state's legislatively mandated Post Partum Depression awareness campaign, Speak Up when You're Down.

Previously, Joan served as director of a United Way Success by 6 initiative and of a rural, early-childhood focused, comprehensive family support center. A former city council member, Joan currently serves on the King County Child & Family Commission. She holds a Master's degree in Non Profit Leadership from Seattle University.
